Western Regional CAC Director Tool KitLegislative Advocacy
Can non-profit CACs and their staff lobby? What is the difference between advocacy and lobbying? These resources will help you better understand the ins and outs of legislative advocacy.
This information is primarily targeted to non-profit agencies. If you are part of a larger organization (hospitals, large umbrella, public entity), check with your organization regarding their policies about lobbying and to coordinate with the organization’s lobbyist, if there is one.
Be sure and check with the Secretary of State office about rules in your state as well as your agency’s auditor to make sure you are following both federal and state the rules on non-profit lobbying and advocacy.
Remember, you can not use state or federal funds for lobbying, but you can generally use them for advocacy, so it is important to understand the difference.
